APPLICABLE POLICIES

1. NET METERING

(Net metering is a billing system that allows rooftop owners having solar system installed at their rooftop to sell any excess electricity generated from solar system to local electricity utility)

    Size:

  • Min 1 kWp
  • Max 1 MWp
    Voltage level:

  • 230V(Single phase) or 415 V (Three phase) : upto 10 kWp max.
  • 415V (Three phase): 10-100 kWp max.
  • HT/EHT Level : 100Wp max.
    Conditions:

  • <=100% of your Sanctioned Load
  • Cumulative capacity of all solar systems installed in your area shall not exceed 15% of Local Distribution transformer capacity in your area

Ownership options

  • Self ownership (CAPEXmodel)
  • Third party ownership (RESCO model)

Billing Mechanism

  • Annual settlement
  • Any net electricity injected in the grid shall be paid at rates decided by DERC.
  • Any excess generation (above 90 per cent) at the end of the financial year would be considered as free energy and not offset against the consumers consumption. There shall be no carry forward to next financial year.

Others

  • Exempted from wheeling, banking, transmission charges & electricity tax if applicable
  • Residential consumers opting to implement solar plants to sell power to the grid shall be exempted from the conversion charges requirement of house tax to commercial tax.

2. GENERATION BASED INCENTIVE (GBI)

An incentive of Rs. 2.00 per unit will be paid to you on gross energy generated from your rooftop system. The minimum eligibility criteria for GBI will be 1,100 solar energy units (kWh) generated per annum per kWp. For solar plants that generate less than 1,100 units (kWh) per kWp a year, the GBI facility will not apply. The annual solar energy generation that is eligible for GBI shall be capped at 1,500 kWh per kWp, irrespective of the readings of the solar generation meter

3. SUBSIDY

  • Subsidy is applicable as per SECI guidelines.

4. LOAN AVAILABILITY

  • Loan for solar as a part of home loan/home improvement loan
  • Loan upto Rs. 10 lacs available for individuals under Priority sector lending

Delhi Solar Policy and it’s Solar Highlights

The above solar policy of Delhi is dated 2016 and is valid in between 2016-2020 and subjected to modifications annually based on actual performance and market conditions. The document for the same can be found here. Delhi or Dilli as it is commonly called is the National Capital of India. It has a population of almost 11 million. Recently, Delhi has been seen as the centre of the National Capital Region (NCR) which includes other cities such as Noida, Gurgaon, Greater Noida, Manesar, Faridabad etc. Delhi has been battling the problem of air pollution for several years and solar has been suggested as an important step in the direction of battling that. Delhi has already commissioned solar power of 38.78 MW, with 24.5MW coming in the FY 16/17. The last major update to the Delhi Solar Policy was announced in June 2016, with the AAP government giving the sector a push. The policy ams to make Delhi a ‘Solar City’ with a target set of achieving 1000MW by 2020 and 2,000 MW by 2025. To encourage users towards installing rooftop solar PV systems, the policy also has ensured leeways such as relaxing building laws so that the height of the structure carrying the panels will not be accounted towards the overall height of the building. Similarly, anyone who wants to install solar plant or a monitoring device will not have to take any permission form urban development bodies before taking the step to go solar. The latest policy mandates that all government owned rooftops in the next five years must house a rooftop solar plant. The Delhi Solar Energy Policy of 2016 is applicable to all solar energy generating systems that are at least 1KWp in size. The Policy also mandates promoting net metering/ gross metering and making the entire process of obtaining it more streamlined.
